Obviously the appropriate mechanisms do not already exist. 

Once we see a  proposal, we'll be able to judge whether  it has more general
applicability to MPLS  than just PWs.  It's possible that  it will (in which
case the MPLS WG  may need to get involved), but it's  also possible that it
won't.
