I do agree that this item is of practical significance and needs 
to be addressed here or elsewhere. 

Though to be honest since this is about control
plane "Interworking", and since we had previous history in 
pwe3 and l2vpn wgs on similar items related to "Interworking", 
I am not sure that this time this item will be considered within the 
scope of ietf. 

Actually this is a good opportunity for the ADs/IESG to clarify
what forms of interworking (data/control) are actually within scope
of ietf, what forms are clearly outside the scope
(for reasons outside pwe3 wg for example).

Humm...to be fair I think some other organization started looking
at these migration and interworking problems because there was
a belief that they are needed in practice (for example as part 
of a reasonable migration plan) but they were considered out 
of scope within the ietf.
