I think your recommendation here is reasonable, let's see
what other folks think about it.

Just as the WG delineation and charter scopes the area of
work, PWE3 *specific* work will be done in PWE3, while it's
only natural that general MPLS-related work will be done in
the MPLS WG.  If there's overlap or ambiguity, then we'll have
to address those issues as they arise.

If there's specific text along these lines you or others would
like to see in the charter, I welcome proposals.

If we have any issues with PWE3 we'll address them at that
time.  I do not see any obvious issue here, nor do I believe we
have experienced any in the past.
