There is consensus to accept this draft as a PWE3 working group draft.

 

Authors: please update the draft as per the discussion on the list and correct the title to include the PWE3 working group name.

 

Please note that in accepting this draft as a Working Group Draft, we are not precluding other, different load balancing mechanisms that address a different scope or problem space from being adopted by PWE3.
