Jack,

If the requirement is to interwork with MPLS, then I
suspect a number of organizations are probably already
delving in this area including MPLS Forum/FR Forum,
ITU, and possibly MEF (though I don't have much
visibility in there).

If the requirement is to interwork with PW, then I
suspect it would probably land in the IETF's court so
to speak.
