If you present a common goal along with a list of things we're allowed to break, coming up with a new routing protocol that better meets these goals than BGP won't be too difficult. Shoehorning the changes into BGP would be harder. Deploying it a challenge. But the real problem is agreeing on the goals and throwing out current "features".
