I guess the first step is to find out and understand the current and
future regulatory requirements for every jurisdiction in the world
(well, I suppose we can restrict ourselves to just those that use IETF
standards). When we've finished that, then we'll be in a position to
understand the technical implications.

I suggest we defer any technical discussion until this essential first
step has been taken.
