I think I'd go with local but not unusual.

Look, this work is progressing within other (regional) bodies 
whether the IETF involves itself or not.  Having watched the 
discussion this week, my current feeling is that it's probably 
sufficient for that continue to be the case and that international 
and/or interjurisdictional issues can be resolved through the usual
liaison process.
