[Raven] status of the raven mailing list

On March 9th the IESG approved "IETF Policy on Wiretapping"
(draft-iab-raven-01.txt) for publication as a RFC.  It is now on the RFC 
Editor's publication queue.

This approval completed the task for which the raven mailing list was
created and the list will be closed to new postings when the RFC is
published.  The archive will continue to be available for some time to come.
