This line of reasoning is ridiculous. You can tap at the ISP. A bored
sysadmin can read your e-mail on the ISP's pop3 server. Communications
link encryption is completely and utterly inadequate for that. If you
are a reasonably clueful CEO of a company involved in corporate merger
negotiations (which really need to be performed in secret) you don't
want any junior sysadmin making $30K/year to read your e-mail, even by
accident. End-to-end encryption is about the only solution that is
reasonably effective. If it's outlawed you may want to start asking
your friends on the Laan van Meerdervoort (BVD) for stock tips.

I wonder whether NSA staff is allowed to hold common stock.......
