Yep, planting the bugs is both VERY expensive and risky
(and intrusive...).
It's so risky that I estimate that in big multi million or
even billion Dollar cases not the crooks will be bugged but
also, or even earlier, the people they communicate with.
Might well be innocent people like you and me.
Since these guys use encryption, that's why the bugs are
needed, I think this is unfortunately inevitable.
