You mean the "next" surveillance that law enforcement "must have"? Not hard 
for me...

Optimally, it will be people whose privacy is invaded by the surveillance. 
If they don't want to lose that privacy, then they sure don't want to pay 
for it, and possibly some political tapping/taxing heads will roll... That 
would be quite nice.
