Sorry that it took a while before I could announce this.
But I did check with IESG and secretariat first that it
is ok to keep list rfid at ietf.org open and running even
though we decided to not charter the CAIRO WG.

You (as a community) can keep it for now. 

I have added it to the list of IETF Non-WG mailing lists
at https://datatracker.ietf.org/public/nwg_list.cgi
