[rohc] SIP/SDP dictionary Version 5

Hi,
    I'm having different state identifier (hash) value for the SIP/SDP static dictionary taken from draft-ietf-sipping-sigcomp-sip-dictionary-05.txt draft. I want to know if anyone encountered different hash value when a state of the static dictinary is created. 

The state identifier value for my calculation = 0x 22 ee d9 6f 22 2e
