[rohc] SigComp interop test with SIPstacks

We have a tool above the SigComp layer that is capable of sending and receiving messages, checking if the received message is expected and decompressed with the expected number of cycles, handling multiple compartments and the dispatcher.
If we are provided with complete message sequences, i.e. the SIP messages, what compartment they belong to and the order in that they should be sent and received, we are able to interoptest our SigComp implementation with other ones integrated in SIP.
I propose that the participants of SIPit, who come with a SIP integrated SigComp implementation should provide SIP message sequences to the interested parties. It helps preparing for the SIPit, so some time may be saved. It may also serve as a kind of pretest, which might reveal technical or implementation problems in time to correct.
