[rohc] SigComp drafts

Hi ROHCers,

I noticed that the SigComp User Guide and the SigComp torture tests
have both expired, and I was wondering what the plan was regarding
these drafts. Would it be useful to eventually publish them as
Informational RFCs? If so, is there any outstanding work that needs
to be done on either draft? Nothing immediately springs to mind,
but I've been out of the loop for a while...
