[rohc] Statistical Inter-flow Field Behaviour

We have submitted a draft which (we hope!) may be of help to context replication in the ROHC-TCP profile.
This draft presents the redundancy of TCP/IP fields between flows. Based on the inter-flow behaviour, we recommend suitable packet format specifications. In some cases, these are different from that in current proposals. We show the extent of behavioural asymmetry between flows, and discuss ways of handling it. We also note that the the current combination of encoding methods does not work well to encode TCP Window for context replication.
This draft also aims to address some 'open issues' in <draft-price-rohc-tcp-packet-formats-00.txt> which may still be unresolved.
