I think I understand what you are saying. Basically, and correct me if I am
wrong, a draft should just be a paper that specifies a scheme to the level
of detail sufficient for interoperable implementation, and other supporting
material, e.g. comparison with existing schemes, be documented elsewhere. Is
that a correct understanding?
If that is the case (can I get some confirmation?), then we can certainly
make the necessary modifications in a subsequent version of the draft, but
in any event, I'd like to consolidate different comments, and thank you for
your input.
In the meantime, I'd appreciate comments on the substance of the scheme too.

Well, your draft focuses on presenting ACE as a workable thesis,
rather than merely the details necessary for an interoperable
implemention. My impression is that the test results (section 12) and
conclusions would be more suited for a traditional paper comparing ACE
and 2508 in more detail that the draft could reference for support.
You'd have a clearer comparison showing the benefits of ACE, and a
clearer, shorter, draft.
btw, shouldn't the 'Intellectual Property Considerations' section be
up top in the 'Status of this Memo' section?
