Requirements for IP/UDP/RTP header compression

Folks,

I spent the last couple of hours producing an initial version of the requirements 
document for IP/UDP/RTP header compression. I apparently missed the i-d deadline before 
the meeting and then when the 3G.IP contribution arrived I wanted to merge that with 
what I had. 

Please comment. The draft is available at

and I will submit it as soon as possible after the meeting.
