I have some additional comments:

2.
Is this the right place to talk about the timeline of other organisations
standardisation??


2.1.2. Ubiquity
I would like a comment saying that suggestions about how to do stack
implementations could be done to make compression more efficient (I think about
the IP ID field).


2.1.3.
I guess that other IPv6 extensions should also be compressed. TBW I assume???


2.3.1.
What is "expected operating conditions"??? Would probably be different for
different links....


2.3.2.
"at an absoulte minimum"?? There is a trade-off between robustness and
compression. That should be reflected in the text.


2.3.3. Cellular handover
It would be better to describe what could happen in cellular handover and,
instead of saying that the schem must handle cellular handover, require that the
scheme can handle such conditions. Make it more general.....


2.3.4. Link delay
Must [be adaptable to] operate under all expected link delay conditions.


2.3.6.
Replace cellular with "error prone" or something else more general.
