I would regard this as a non essential field, since
it's used for idetification of a packet, useful when
reassembilng its fragments, and it seems to me no fragments
of an IP packet carrying a voice frame is expected at the
other en of the wireless channel when RTP/UDP/IP header is stripped.
From an engineering point of view, the IPv4 ID integrity
does not matter when the header is stripped.
