Requirements for IP/UDP/RTP header compression

Hi Mikael,

Regarding the requirements, you had mentioned that the "Multiple Links"
requirement adequately covers the "Packet Loss" requirement, which is a part
of the 3GPP requirements.  If your definition of link is decompressor to
compressor only (as you indicated in previous comments about error
propagation), then the Multiple Links requirement is only talking about loss
that could have occurred on a compressor to decompressor link (e.g., air
interface) prior to the compressor.  The case I'm concerned about is where
there is loss in the IP network, not over a prior air link.  Such could be
the case on the downlink of a fixed to mobile call, and the header
compression scheme should be able to handle such losses.
