RE: [rohc] Clarification to 5.6.4

Hi Mikael,

Perhaps I'm not clear in my email. What I suggest
is that the section 5.6.4 consists of only one
sentence: "Same as section 5.6.3". It should
suffice.
(It is the first part of the 5.6.4 as in -06 that
causes the confusion)
