Hi,

Two editorial comments on page 54.

If my understanding is correct, rule b is for FC->SC transition
and rule c is for SC->NC. Should we then add "during FC state"
after "... have failed" in rule b, and "during SC state" after
"... have failed" in rule c?

Also, in the third paragraph on page 54: "(This step is OPTIONAL 
in R-mode)" should be "(This step is not applicable to R-mode)",
to be consistent with 5.5.2.1. This is my fault. I should have
pointed it out when proposing changes to 5.5.2.1.
