[rohc] header stripping

You can take a look at the two documents we have presented in ROHC
on the subject:

While this is quite a controversial subject in ROHC, it is our belief
that with the proper supporting machinery this sort of approach can be
made just as "transparent" as needed for the particular application.
For voice-over-IP I think it is important to compare whatever spectral
efficiency is achieved with that of the existing circuit voice service.
Even a little bit of overhead (~10%) would be unacceptable for a carrier
that paid $$B for spectrum.
Note that we will be submitting some updates to these documents in the
not-to-distant future.
