That text was for expository purposes, to emphasize the fact that we
were focusing on PPP in the draft.  There could be other mechanisms
built into other types of link layers to implement zero-byte header
compression - the common factor would always be that physical channel
timing is used to indicate the proper RTP sequence number and
timestamp.
