  I think I agree. It's a MUST --- node connects.
  If it doesn't connect, operator can not ask it why it isn't acting as
a router!

  Option 2, could be a MAY.
  Connectivity for downstreams nodes is only affected if the node is
only way to get connected.  The downstream nodes can compromise on OF0,
or get no connectivity --- that's their local decision.
