Comment:

 This closes the ticket #5 and will be reflected in rev-05. Thus the OCP0
 will no longer will the "default" OCP and nodes will no longer have to
 support that OCP. If a node receives a DIO specifying an OCP that it does
 not support or understand, it may join the DAG but only as a leaf and log
 the issue.
