[rrg] soliciting feedback: locator liveness

Hi Folks,

I think I've come up with something that should address "locator
liveness" in TRRP without TRRP's original dependence on an external
heuristic. I'd also expect it to work for other map/encaps that poll
for a packet's ETR at need rather than pushing the maps out to the
ITRs.
