I think anyone who certifies they participated in one or more of the 
IETF rtcweb meetings via jabber should be allowed to vote, so long as 
they give their name and affiliation, and which meeting they 
participated in.  The list of people who vote in this manner should 
perhaps be made public, but I'm not sure that's needed barring any 
belief by the chairs someone is trying to game the system.

It does point out a weakness in the IETF jabber participation 
mechanisms; we should have a "virtual bluesheet" for jabber attendees.
