Proposed change: It should not be interpreted as discouraging the use of AES-128, nor encouraging the use of AES-192 or AES-256 unless there is a strong cryptographic reason to do so.
How about "must not" rather than "should not." Yeah, it's not an appropriate use of MUST or SHOULD, but I think the emphasis should be there (and my use of "should" is also intentional). We need to fight the slide.
