[saag] syslog wg status

Syslog WG did not meet at ietf76. The WG is resolving DISCUSSes for
the syslog sign document. The syslog-dtls-00 draft has been published
and has received detailed reviews, including comments from Eliot Lear,
Tom Petch, Rainer Gerhards, and Sam Hartman to be resolved. We are
currently on target to meet our March 2010 deadlines.
