Follow up in this oneAddress conflict detection for IPv4 is defined in RFC5227, published in July 2008. I don't know how widely implemented is this, but i guess that as oposed to DAD which was defined from the start in ND, conflict detection for v4 has been defined much later on afaict and i would guess that it cannot be assumed to be universally implemented (or even widely implemented)
Of course this is just my feeling, does anyone has actual data or experience about this?
