We're assuming that the RIRs are going to fund and staff for this
operational role. That is assumption that would lead to disappointment and
operational impact.

Some may view this as a outside party imposing cost. 

IMHO - we need the RIR's to formally sign up - stating that they are willing
to take on this operational role with the proper funding to support long
term.
