[Simple] STARTTLS in session

In Section 9.1, an open issue is, "There have since been proposals that we
only allow start-tls at connection time"

I was wondering, when else could you do it?  The reason I ask is that if you
did not start with TLS, would that not mean you received a msrp: URI?  In
that case, is it OK to then change to msrps:, without changing (re-INVITING)
to actually change to msrps:?
