REPORT per Chunk or Message (was RE: [Simple] MSRP: Miscellaneous REPORT issues)

I haven't heard consensus on this one. It jumped out at me during my
reading of the text, as well.

Once consensus is reached, it has to be put into the text.

My vote:
This is a tough one. If we say "per chunk", then once a chunk fails, does
that put the onus on the Relay to reject all further chunks in the message?
If not, then does this put a big burden on the network and User Agent Server
to relay chunks that will never get assembled into a message? Conversely,
what if we are chunking because this is streaming media? Losing a chunk
shouldn't kill the session.

I say, "kill it - you wanted to replace SMTP, you take all the semantics".
A message is a message. If a chunk fails, the message fails.
