[Simple] New technical report on scaling presence

Vishal Singh, Markus Isomaki, Piotr Boni and I have put together a  
technical report looking at some of the opportunities for reducing  
the volume of notifications and subscriptions in large-scale presence  
systems, titled

Presence Traffic Optimization Techniques

Most of the ideas are exploratory, at best, and need lots of further
