There is at least one implementation for the draft in open source  
domain:

http://chatserver.ag-projects.com/

It would take little effort to just go through with it as I do not see  
any need to make changes in this document. In the unfortunate case the  
draft is dropped I would much like to see its content not lost and if  
XCON is the resting place for its content then so be it.
