hi,

not really.  its almost impossible to be sure that you can make sure the 
timers are OK.

the later.

so a minimal implementation would send first an immediate NOTIFY with 
the following body

SIP/2.0 100 Trying

and then upon success/failure a 200, 501, etc.. as described in the 
draft now.
