[Sip] definition of 155 (Update Requested) response code

Hi,
	Now that RFC-3311 (UPDATE) does not define the 155 response code, which
document defines the 155 response code.  As this is referred for HERFP in
the "reason" draft, is it proposed that the "reason" draft will define this
code.
