[Sip] SIP Security Agreement draft, version -05

Hi,

We have submitted a new version of 'SIP Security Agreement' 
draft. Until it appears in the archives, you can fetch it from:

Since the version -04, the major changes to the draft has been: 

- The motivational part is partly rewritten 
- The scope is limited to the first-hop negotiation 
- The relationship of the draft to SIPS & DNS processes has been clarified 
- S/MIME has been removed (because it is for end-to-end) 
- A new procedure and syntax for HTTP Digest has been introduced 
- A new IANA controlled namespace for security mechanisms has been added

We have also been asked to list 3gpp specific behaviour that goes beyond 
the standard sec-agree mechanism, see Appendix A. 

The draft is still in IESG security review.
