Yes, but that's an obvious and intentional abuse of the system, not a
well-intentioned attempt at something "standard." Certain parties may
actually be hellbent on being incompatible, and there's nothing we can do to
fix their attitude. For the only slightly misguided, though, we could make
it at least somewhat obvious what behavior is going to lead to interop
problems.
