SUBSCRIBE and NOTIFY are definitely target refresh requests,
and a bug against 3265 has been filed to clarify this.

REFER is also a target refresh request, but a bug has not
yet been filed over it. draft-sparks-sipping-dialogusage talks 
a little about the issue.
