[Sip] Outbound issues: slide 7

I believe we have broad agreement that the new mechanisms to discover 
an outbound-proxy-set (or related data used to derive the 
outbound-proxy-set) are out of scope of the outbound draft.  Currently 
there is not even a consensus on use cases and requirements for such a 
discovery mechanism.
