How about if we said something like
If the UA did not learn the outbound proxy set thru auto-config or
discovery mechanisms, then it MUST do an OPTIONS message first and
check for a sip-stun option tag. (clearly more wording needed but you
know what I mean)
Would that work for you? I suspect it would work for most people. I'd
certainly be in favor of that. I suspect for proxies with millions of
users, they will use auto-config so this will not slow them down and
for proxies with UA with manual config, it will not be enough UA to
cause a huge performance impact. I don't know why I did not think of
this before.
