no matter how you call it but there will always be a (VoIP) application
service provider involved in the emergency services case.
I don't see that this is guaranteed. E.g., a VoIP mobile phone could
connect to an open WiFi hub at a coffee shop and route a request
directly to the local PSAP through its public Internet interface. In
that case, the only SIP-aware elements are the mobile phone and the
PSAP.
But haven't all these issues been discussed and settled in the geoloc
WG?
