I suppose that would work. The question is, does 181 imply that the  
anticipated response identity has changed? It seems like one might get  
a 181 on contact-rerouting.

I suppose we could also document 181 to only apply in a retargeting  
(or suspected retargeting, if the proxy doesn't know) case.
