when sip:foo at bar makes the call, it does not need to go through bar's
proxy.  all that is needed is that sip:foo at bar is registered with its
registrar.l

forking is needed if sip:foo at bar has currently registered from multiple
UAs, but forking is normal rfc3261 stuff.
