That's not true.
- A calls B
- Inmediatelly B sends a SUBSCRIBE (Event:
dialog;call-id=xxx;to-tag=xxx) to A AoR (which could fork).
- The A contact in this dialog will reply 200 OK for the SUBSCRIBE.
- B already nows that the sender is verified and sends the 180 Ringig
for the INVITE...
- A also sends a NOTIFY as is mandatory for presence (but this is not
important and A doesn't require to receive it).

No PUBLISH is needed. PUBLISH appears when subscribing to an AoR calls
without specifyng "call-id" and "to-tag" parameters.
