Yes, I imagine the same, devices ignoring Event parameters would show all 
their dialogs. So, even if the proxy just forward SUBSCRIBE if Event header 
contains call-id and to-tag parameters, it will imply a privacy risk for the 
device which doesn't implement correctly RFC 4235.
